The pearl bracelet arrived in May 2014, in the spring of Ali Watkins’s senior year in college, a graduation gift from a man many years her senior. It was the sort of bauble that might imply something more deeply felt than friendship — but then again, might not.

Ms. Watkins, then a 22-year-old intern in the Washington bureau of McClatchy Newspapers, was not entirely surprised. She had met James Wolfe, a 50-something senior aide to the Senate Intelligence Committee, while hunting for scoops on Capitol Hill. He had become a helpful source, but there were times when he seemed interested in other pursuits — like when he presented her with a Valentine’s Day card.

On that occasion, Ms. Watkins explained to Mr. Wolfe that their relationship was strictly professional. The bracelet suggested that her message had not gotten through. She asked an editor for advice, and was told that as long as the gift was not exorbitant — no stock in a company, the editor joshed — it was fine.

Ms. Watkins kept the bracelet.

The History of Rotterdam is a fascinating story of war and commerce. Now a center for world trade it had its beginnings as a humble fishing village. Although the area had had some settlers since, at least 900AD, it really only took of in terms of population and fishing in 1283, when the Count that held sway over the area insisted that all the local landowners, who had their own dams and defenses against the sea, on the delta that made up the area, linked them all together to make one large sea defense that kept the area much safer and allowed for more building and trade. Then the name Rotterdam was first used ( as in dam for the river Rote ), and it was given its charter ash a city. Trade was further increased, in 1340 when a new canal was dug to give better access to the Dutch hinterlands.

The New City

The city, although the city walls had been built in 1358, was still subject to being overrun, by the army of the “Cods” when Rotterdam had backed the losing Hook army. The city found itself being occupied again in the “Eighty Years war”, in 1572 when their Spanish overlords invaded, despite being temporarily beaten back by the rebel army, after the Dutch had taken to a reform version of Christianity. The Spanish left again, before too long, to fight more enemies elsewhere, and Rotterdam reverted back to the rebels and in doing so captured a lot more of the trade until Amsterdam chose the side of the rebels and again garnered the majority of trading activity.

The admiralty was established in the city in 1586 and the Dutch East Indies company in 1604. This led to the city once more acquiring some status in the worlds of politics and commerce. The city was occupied next by the French in and around the turn of the 19th century, which brought about a downturn in trade and wealthy for the city. After the French left, Rotterdam grew rapidly and so became a center for world trade in the European, American and African markets.

The Modern Era

The second concern that movies touch upon is sympathy . That this concern is active throughout the reception of all traditional movies answers the question why film viewers care about damsels, hobbits or gorilla’s in distress. There is a fundamental human need for bonding with others and recognising whatever fictional character as someone 'like us' supposedly suffices for sympathy to arise. Some frequently experienced sympathetic responding emotions such as fear, sadness, compassion and being moved, can be empathetic , that is require mentalising a character’s inner life. Said more precisely, empathetic emotion requires that the viewer’s appraisal of any fictional events reflects the perspective of a character; the event is understood from a character’s imagined point of view and with her concerns, and feelings. In its most intense forms, sympathy can look and feel like self-indulgent sentiment . However, there is no point in condemning tears of sadness or joy as silly. The term sentiment is not necessarily pejorative. The appraisal of a character’s suffering or good doing can involve an acknowledgment of its superior measure, notably in relation to the self’s suffering or good doing. In my compassion with or admiration for a beloved character I can feel that her fate is really woeful compared to mine, or that her altruistic achievements make mine totally insignificant. Being moved , awe and having goose bumps are emotional responses accompanying such appraisals (Tan and Frijda, ; Tan, ; Wassiliwizky et al., ; Schubert et al., ) Footnote 70

The sympathy concern does not only drive our siding with characters and responding emotionally to the ups and downs in their projects. As I proposed (Tan, ) it can make us invest affectively 'film-long' in characters, on top of going along in their hopes and fears, successes and failures. We are also witnesses of characters’ slower and more profound development into personae we would want them to be. The share of action or plot development relative to that of character differs from one genre to another. Footnote 72 Generally, action movies and especially comedies tend to allow for only minimal character development, whereas the drama genres may indulge into it. In these genres, viewer interest may depend in larger part on characterisation and character development.

This ordinance was created in 2009 to increase neighborhood safety and reduce threats to the public peace, health, safety or general welfare. The ordinance addresses many types of noise, including parties and social gatherings or events, which result in disturbing the peace and quiet enjoyment of our community.

What does the noise ordinance include?

The standard is based on reasonableness and applies to noise that is loud, excessive or disruptive, and includes, but is not limited to, electronic devices, vehicles, animals and people.

If the noise is intermittent or continuous for a period of at least 15 minutes, OR if it is after 10:00 p.m. but before 6:00 a.m., AND exceeds the property line, AND disturbs the peace and order of the neighborhood or a person of ordinary sensibilities, it can be considered a violation of the ordinance.

This ordinance does not apply to every day noise that allows for normal functions of city life to continue. Exemptions can be made on a temporary basis and granted on a case-by-case basis by the City.

Disruptive Party Noise

A "disruptive party, gathering or event" means a group of two or more persons who have assembled or are assembling on any private property, including property used to conduct business, in a manner which disturbs the peace and quiet of the neighborhood, or a reasonable person of normal sensibilities, and/or creates noise as described in the ordinance.

You can remain anonymous when you call. If the activity is determined to be a threat to the peace, health, safety or general welfare of the public, an officer will respond to the gathering and will issue an order to the responsible party or parties to immediately disperse the gathering. In addition to the order of dispersal, the officer(s) can arrest the offenders for violations of state law or local ordinance. Responsible parties can include the home owner, property manager, the person making the noise, a sponsor or sponsors of an event, and any person in attendance. They can all receive a violation. The first violation includes a fine of $250.00 for each individual or entity responsible.
